State of Washington
The Challenge
The Washington State Department of Personnel was tasked with building an e-learning strategy, choosing appropriate vendor partners and managing the integration and introduction of this new service for State employees. The Department was operating on a tight budget, had strict technical interoperability requirements, and was moving on from an unsatisfactory experience in its first effort to identify the right platform for delivering and managing e-learning courses. In this context, Washington State turned to Intrepid for its independent counsel in selecting the right set of products and vendors to best meet the State’s needs.
The Solution
Intrepid first worked with the State’s Department of Personnel to analyze previous e-Learning efforts and learn from those experiences. Intrepid consultants helped the State refine its functional, technical and business requirements, and translate those requirements into a thorough, detailed Request for Proposal (RFP) document. Intrepid consultants then reviewed the proposals with State training leaders and participated in finalist interviews, providing an informed, independent point of view throughout the vendor selection process.
The Results
The State Department of Personnel now leads the way in e-learning for state
employees, having expanded its original services to include full learning
management and learning content management capabilities for State agencies. Just
as the State government has led the way in providing e-government services
for its citizens, so does the Department of Personnel lead the way in making
e-learning available to all State workers. Having worked with Intrepid
side-by-side during this process, the State’s Program Manager observed
that Intrepid contributed “a very timely and much needed objective
service—one that led to the best choice for an e-learning solution
for all state employees.”
